What is Functional Skills Level 2?
Functional Skills Level 2 is a GCSE-equivalent qualification in Maths and English, recognised across the UK by universities, employers and apprenticeship providers. It is regulated by Ofqual – the same body that regulates GCSEs – and each subject is assessed through an exam rather than through coursework.
A Level 2 pass is equivalent to a GCSE grade 4 (formerly a grade C). That means if your course, job, apprenticeship or university application asks for “GCSE grade 4 in Maths and English, or equivalent”, a Functional Skills Level 2 pass counts.
The qualification exists because GCSE is not the right fit for everyone. For adults who left school without their maths or English grade, for apprentices who need to complete their programme, and for anyone who needs to move forward with their career without losing a full academic year to a resit, Functional Skills is the faster route.
Who is Functional Skills Level 2 for?
- GCSE resit students who have sat GCSE Maths or English and not reached grade 4. Many pass Functional Skills Level 2 first time because the format is completely different.

Functional Skills Level 2 vs GCSE – which should you choose?
The short answer: if you have a full academic year and want a broader academic qualification, GCSE is fine. If you need a qualification quickly, want a practical syllabus, and would rather be tested on real-world maths and English than on Shakespeare extracts, Functional Skills Level 2 is the better route.
Both qualifications are Ofqual-regulated. Both get you past the same career gates. The difference is how you get there.
What is on the Functional Skills Level 2 exam?
Maths
The Maths exam covers three content areas: Number, Measures/Shape/Space, and Data Handling. You will use percentages, ratios, fractions, area, perimeter, averages, probability and charts – all applied to realistic scenarios like planning a budget, reading a utility bill, or calculating a discount. There is a non-calculator section (25% of marks) and a calculator section (75%).
English
The English exam covers three skills: Reading, Writing, and Speaking/Listening. In Reading you will identify purpose, tone, implicit and explicit information, and summarise texts. In Writing you will produce letters, reports, articles or emails at the right formality, within a set word count. Speaking and Listening is assessed separately via a recorded presentation or discussion.
How it is marked
Both exams are pass/fail. You either meet the Level 2 standard or you do not – there are no grades beyond “pass”. Most learners pass comfortably once they have trained specifically on what the examiner wants.
How long does Functional Skills Level 2 take?

Is Functional Skills Level 2 accepted by universities?
In most cases, yes. Most UK universities accept Functional Skills Level 2 as equivalent to GCSE grade 4 for English and Maths entry requirements – including the Open University, most post-1992 universities, and many Russell Group institutions for mature students. A small number of courses (typically Primary Teaching or some medicine pathways) still require GCSE specifically. Always check the specific admissions page.
Functional Skills Level 2 for apprenticeships
Every UK apprentice must hold Level 2 in both Maths and English before they can pass their end-point assessment. Functional Skills is the standard route. For employers, if your apprentice does not complete Level 2 the apprenticeship cannot be certified – meaning potential clawback of funding.
